If you are using legacy Mode, you need to open SketchUp 2016 or SketchUp Pro 2018, download the license (you can use the same.dll), and download the recent version of Layout with Installer. After that, install a License.

I have exactly the same problem, but had a different solution.. I use SketchUp Pro 2020 (legacy mode) and even though it’s free, I got the same problem:

So I searched a lot and finally found this source:
Based on the title, I gave it a try, and it seems to have worked for me. It shows in my PC only SketchUp Pro 2020.. There is also a SketchUp Pro 2019 and SketchUp Pro 2019.
Install Layout in the same folder with the other files for 2018 Pro or 2016 Pro. So if you were running 2017 Pro it was in this folder:

Also while I do have a license, it’s older than its validity is expired, not even close to the current expiration date

The licenses expire after a certain period of time, not the number of months on the license. If you want to extend the expiration date, you must contact Autodesk Support. .
I have the 2015 version that was $129.99 (the discount makes me want to cry and makes me extremely angry)

The license in question I purchased through Autodesk Store is expired, before the number of months on the license. It states the number of months on the expiration date, not the number of days. A current license is good for its expiration date. If you want to extend the expiration date, you must contact Autodesk Support
